Debra Shulkes is the editor of Advocacy Update, the human rights and cultural publication of the European Network of (ex-)Users and Survivors of Psychiatry. Since 2008, she has been an active campaigner for ENUSP, representing survivor and user viewpoints in public policy forums across Europe. In 2010, she completed a certificate in mental disability law from Central European University, focusing on the international law protections of people with a psychiatric label under the CRPD. She is also a deputy board member of ENUSP.

Debra spoke at the WHO/EC conference on Empowerment and Leadership in Belgium in October 2010, at which Jan and Heather also presented.
